Duties and Responsibilities
· Review and update the Training Policy.
· Design and develop Training Plans for the Audit Service.
· Work with the Human Resources Manager to develop courses to meet the training needs identified out of annual operational plan.
· Develop training or learning materials for use in all training sessions.
· Work with Divisional Heads to arrange in-service-training courses.
· Assume overall responsibility for the upkeep and maintenance of the Training Centre.
· Manage all training equipment and materials to prevent loss/damage.
· Carry out Training Needs Analyses and as a means to addressing skills gap.
· Create and maintain a database of learning and development programmes of staff of Audit service.
· Review and follow-up on course reports submitted by staff who have attended training, to ensure that optimal benefits are derived from such activities.
· Ensure training is conducted and delivered in an atmosphere conducive to the Audit Service’s requirement.
· Supervise other Instructors in the Training Division.
· Provide regular updates on new developments within the profession.
· Any other duties that may be assigned from time-to-time.
Other Duties
· Provide support to external course facilitators for in-house training programmes.
· Shall be responsible for the production and distribution of ASSL’s Operational Plan, monitoring and reporting on the status of the plan.
· Must have the ability to design or update ASSL’s Financial Audit Manual (FAM) and Performance Audit Manual (PAM)
Duties and Responsibilities
· Supervise the day-to-day operations of the human resource division.
· Carry out performance appraisal for Divisional team members.
Recruitment and Severance
· Recruit staff whether permanent, temporary casual or intern – this includes developing job descriptions and person specifications, preparing job adverts, checking application forms, short listing, testing, interviewing and selecting candidates.
· Responsible in consultation with the Training Division for the induction and orientation for new staff;
· Prepares employee separation notices and related documentation, and conducts exit interviews to determine reasons behind separations.
Compensation and Benefits
· Advise on pay and other remuneration issues, including promotion and benefits;
· Monitor and schedule individual pay actions;
· Assists executive management in the annual review, preparation and administration of wages and salaries.
· Direct the processing of benefit claims
· Conducts surveys of other employers’ practices such as wages, benefits, human resource policies and programs
Information Management
· Develop and maintain a human resource database that meets ASSL personnel information needs.
· Maintains historical human resource records by designing a filing and retrieval system;
· Maintain ASSL’s organisation charts and employee directory.
· Develops, review and implement human resources policies, procedures and practices and maintain a handbook on all such documentations.
Advisory
· Take the lead in grievance handling and implementation of disciplinary procedures.
· Communicate changes in personnel policies and procedures to all staff and ensure compliance.
· Interpret and advise on employment law
· Maintain knowledge of industry trends and employment legislation and ensure ASSL’s compliance.
· Consults with legal counsel as appropriate or as directed so as to ensure compliance with state regulations.
· Provide guidance and input on divisional restructuring, workforce planning and succession planning.
· Work closely with Divisional Heads in a consultancy role, assisting them to understand and implement policies and procedures.
Other Duties
· Ensure planning, monitoring, and appraisal of employee work
· Analyse training needs in conjunction with the Training Manager.
· Prepares budget for human resources operations.
· Participates in administrative staff meetings and attends other meetings, such as seminars and personnel-related hearings and investigations.
· Participates on committees and special projects
